Abstract

The Eighth Five-Year Plan report on Population Projections and Family Planning (1988) evaluates India’s demographic trends and sets strategies for 1990-2011, emphasizing improvements in service quality, community engagement, and program efficiency. Despite improvements in the Couple Protection Rate, the Crude Birth Rate and Infant Mortality Rate lagged behind targets set in the Seventh Plan. The report critiques rigid numerical targets, advocating for qualitative service delivery, inclusive approaches for lower-parity couples, and the integration of Medical Termination of Pregnancy (MTP) services at primary health centers. Regional disparities are addressed through disaggregated strategies, particularly in states with lagging health indicators. Emphasis is placed on community involvement, Panchayati Raj participation, inter-sectoral coordination, and enhanced training for health workers. Financial allocations are outlined, prioritizing rural infrastructure, sterilization, training, research, and NGO engagement. The report envisions a shift towards sustainable, participatory, and well-funded family planning initiatives to improve health outcomes across India.
