Abstract
Ever since the end of the Third Five Year Plan, the economy of West Bengal has been in a pretty bad shape. This has been reflected in the annual plan outlays of the State Government. As the following figures will show these annual outlays had maintained a rising tempo during the Third Five Year Plan.
