Abstract
The Ninth Five-Year Plan (1997-2002) outlines a comprehensive development strategy for Andhra Pradesh with a proposed financial outlay of Rs. 235,200 crores, representing a 48.08% increase over the previous Eighth Plan. The plan prioritizes sectoral growth across agriculture, rural development, energy, transport, social services, and industry, aiming to foster inclusive and sustainable development. Significant allocations include Rs. 505.4 crore for agriculture and allied services to enhance crop yields and support animal husbandry, Rs. 1,922.5 crore for rural development to improve infrastructure, housing, and education, Rs. 5,670 crore for irrigation and flood control projects to boost agricultural productivity, Rs. 4,301.6 crore for energy sector development to support industrial growth, and Rs. 6,460.2 crore for social services with a focus on education and public health. Infrastructure improvements, including road networks and transport systems, are emphasized to stimulate regional economies, while industrial growth is targeted through investment incentives and support for small and medium enterprises. The plan reflects a holistic approach, aligning financial resources with strategic development priorities to enhance human capital, strengthen infrastructure, and promote equitable economic growth. Successful implementation is expected to substantially improve the socio-economic status of both rural and urban populations, creating a more inclusive and resilient growth trajectory for the state.
